Detention centers operate differently from FCIs, and most families don't find that out until something goes wrong. Because FDC Honolulu is primarily a pretrial and holdover facility, programming is targeted rather than comprehensive. Work assignments do generate FSA-eligible time for sentenced inmates. If your LO is sentenced and waiting on transfer here, make sure their unit team is actively tracking those credits — time earned counts, but only if it's being recorded. Administrative security is the most restrictive BOP designation — not because everyone inside is high-risk, but because the population is mixed and constantly changing. Pretrial detainees, holdovers, and ICE detainees are all in the same building. When I was at facilities with mixed populations like this, the uncertainty in the unit shaped daily life more than any physical restriction.
